Most towns are one town. Groton is not. There is the Town of Groton, and then there is the City of Groton, a separate incorporated city sitting inside the town with its own mayor, its own budget and its own public works department. On top of that, Groton Long Point runs as its own association with its own rules for its own streets, and Noank has its own fire district. The western half of Mystic is in Groton too, sharing a village with Stonington across the river.
So "I live in Groton" answers almost nothing useful. It does not tell you who plows your street, who to call about a dead limb hanging over the right of way, whose permit you need before a wall goes in, or which set of rules applies to the strip between your lawn and the pavement. Two houses a mile apart can have completely different answers.
That matters to us for a boring reason: it changes the job. Work at Groton Long Point gets scheduled around association rules and lane widths. Work in the City of Groton runs against a different public works calendar than work out in Center Groton. Getting that wrong is how a crew turns up and cannot start. Knowing it in advance is most of what being local actually buys you.

The City of Groton and the Town of Groton are separate municipalities with separate public works. Before a wall, a regrade or anything touching the right of way, it is worth knowing which one you answer to. It affects hardscape timelines more than people expect.
Turnover is the local rhythm
The submarine base and Electric Boat make Groton a workforce town, so a real share of the housing changes hands or changes tenants on cycles that have nothing to do with the growing season. Scheduled maintenance and quick cleanups between tenants are ordinary work here.
Salt reaches further than the first row
A nor'easter carries spray well past the houses that front the water, and road salt finishes the job. Exposed beds want bayberry, rugosa, juniper and switchgrass, and it is why lighting here gets specified in brass rather than aluminium.
Sand at the shore, till inland
Down at the point it is sand and it dries out first in July, so turf gets cut higher and watered differently. Out toward the Ledyard line it is till that holds water and needs drainage. Same town, opposite instructions.
Private lanes change the equipment
Groton Long Point and parts of Noank are narrow enough that the machine that does the job elsewhere physically will not fit or will not be welcome. That belongs in the quote, not in a surprise on day one.
Coastal resources are close by
