Norwich sits where the Yantic, the Shetucket and the Quinebaug come together to form the Thames, and the city is built up the steep ground around that confluence. That is not scenery, it is the defining fact about property here. Water moves, and it moves fast, and it moves through whatever is in the way.
So the problems that dominate in Norwich are the ones that barely register at the shore. Terraced front lawns held up by a hundred-year-old wall that is starting to lean.
