The thing about Norwich

Three rivers meet at the bottom of the hills. Everything runs downhill into them.

Norwich sits where the Yantic, the Shetucket and the Quinebaug come together to form the Thames, and the city is built up the steep ground around that confluence. That is not scenery, it is the defining fact about property here. Water moves, and it moves fast, and it moves through whatever is in the way.

So the problems that dominate in Norwich are the ones that barely register at the shore. Terraced front lawns held up by a hundred-year-old wall that is starting to lean. Runoff cutting a channel across a back lawn every time it rains hard. A driveway steep enough that February is a genuine hazard. A lot that drains onto next door, which becomes a conversation nobody wants.

Norwich also runs its own municipal utility. Norwich Public Utilities handles water, sewer, gas and electric for the city, which is unusual in Connecticut and means stormwater and service questions go to NPU rather than to a regional authority or the state. Useful to know before you start guessing who to call about where water is supposed to go.

The housing stock adds to it. Norwichtown and the historic district are old and steep, the mill villages of Taftville and Occum are dense worker housing with narrow yards, and out at East Great Plain it flattens into ordinary suburban lots. Slope is the whole story

Runoff, erosion channels and water arriving where it is not wanted are the most common complaints in the city, and almost all of them are drainage and grading questions wearing a lawn-problem disguise.

Old retaining walls are load-bearing

A lot of Norwich lawns only exist because a dry-laid wall is holding them up. When one starts to bow it is a structural item, not a cosmetic one, and it gets looked at before anything is planted above it.

Norwich runs its own utility, so where water is allowed to go is a Norwich Public Utilities and city conversation. That is a shortcut worth having before a regrade.

Steep drives make winter different

A driveway on a real grade needs a different plan and more salt than a flat one, and it needs doing earlier in the storm. Pricing that the same as a level suburban drive is how people end up stuck.
